The upper set of green (or whatever) boxes under the member's category are called ranks - basically a visual representation of the member's group and/or level within that group. The green ones are the default set for members, and they light up and increase to a second row as the member's post count reaches various milestones.

The lower set of green boxes are a representation of a member's reputation and are affected by many factors: time spent as a member, number of posts, number of Likes/LoLs/Thanks received for posts, awards or other recognitions received, reputation boosts from other members, even reputation boosts given to other members; they all add up over time.

What that means is: the more active members climb the ranks faster.
