    he said, knowingly or he said knowingly?

    Okay. It's different in every book I read.

    So, which is correct?

    "Cut the blue wire," John said, knowingly.

    "Cut the blue wire," John said knowingly.

    What are the rules regarding description after speech?

    No comma, although I'd avoid using dialogue tags altogether. I'd say something like: "Cut the blue wire," John said, displaying his knowledge of circuitry and bombs.

    Is that what they are called? 'Dialogue tags'?

    So, it would be: "I'm fed up," John said sighing. Rather than "I'm fed up," John said, sighing.

    I was reading Seb Faulkes James Bond effort and he always uses a comma. As I said, it seems to be different in every book I pick up.

    "I'm fed up," John said, sighing.

    The "sighing" is not a dialogue tag. Dialogue tags end with "-ly". Sighing is a descriptive word. Without a comma there, it reads like John said the word "sighing".
