How can you describe a situation where you set up a task for someone to complete? Or someone completing a task to complete that someone else set up.

Delegation is the art of telling others what to. Completing a task you were delegated to do is doing your job...

Alley oop is more fun. I'd use that if it's a kind of writing where you can get away with it.

I see 'alley oop' and immediately think of a pass in basketball. I agree with Bloggsworth on the delegating. Good word.
When congress or whatever or whoever (i'm not into politics) writes a bill for someone to pass... are they are writing a delegation for someone to pass?
alley oop, isn't that being lifted uponto something like a horse!???
No, they are writing a bill. If it passes, the bill becomes a law.

"Assist"
Alley oop refers to a very specific kind of action in basketball, but the general term used in sports is 'Assist'.
When a player is directly involved in another player finishing and scoring the goal or a basket, the player that didn't actually complete the action but was still vital in its success is awarded an 'Assist'. Hope that helps!
