No. No agent (at least no reputable agent) will make you pay a penny. They take their commission as a percentage of the deal they get for you. Some ask for 'reading' fees for them to look at your work, but you should definitely steer clear of these as they are most likely scams. You submit your manuscript to an agent in much the same way as you would to a publisher- with a covering letter and in manuscript form. If you are in the UK then pick up a copy of "Writers and artists yearbook 2007", it has a section with the addresses and genres of many agents. If you are in the US then i believe there is a similar thing, though it's name escapes me. Otherwise search around on the internet, you're bound to find a list somewhere.

As Banzai says, you never pay an agent up front. The agent takes a percentage of your earnings (which is why they work hard to get you a good deal!). They don't earn until you earn.

Use that website as your bible - Dave Kuzminsky works hard at keeping it up to date.

It looks like you'd be paying them to publish your work. Try writersmarket.com. They have a complete list of publishers and information on each one.
