Webcomic or printed etc etc? What script style? Old-school Marvel-style roughage, or more modern panel-by-panel detail?

How much of the story line has been developed? Are the characters and background scenes already set? Is this full story responsibility, or is this creating a storyline within pre-set parameters?

Holy Crap, I DID Come back! To answere above dudes question, next to nothing has developed for this comic. My basis remains the same. The story is that a man named Sleventine wakes up one day, and it happens to be a post-apocolytic waste-land. He then goes about finding out what the fuck happened.
