The North West Houston chapter of the Romance Writers of America are running a contest with a number of categories.
It costs to enter (you don't have to be a member, or even in the USA, to enter) and I'll personally vouch for the kosher-ness(?) of the contest, as the RWA is a well established organisation and I know several of the officers very well. Entry is either by snail-mail if you're based in the US or electronically for non-US. Query Jane, the coordinator (her email address is on the contests page) not me if you have questions.
Your entry will have to have a romantic bias, but categories cover various lengths and genres.
