The USA Songwriting Competition is open for entries for the 2005 contest, but you'll need to be quick, because entries close on the 31st of May.

This competition is billed as being "The World's Leading International Songwriting Competition", and has a grand prize of $50,000.

There is a separate category for lyrics-only entries.

Entry fee is $30 per piece. (this fee includes a bonus subscription to Rolling Stone magazine, though that is only available to entrants resident in the US)

No, you don't. If you look at the rules section of the site it states that anyone may enter regardless of nationality.
