It certainly is intended as a source of income, but it isn't a scheme. Even respected contests charge an entry fee. Where else would the award come from?

Why would a rational person enter your competition, as the chances are that not only will they lose money, but will be allowing their writing to promote your rather, uh, empty Freewebs page?

It does seem a bit odd that last month's winner would be anonymous... But then again, it's easy enough to make up a fake name so it would be imbecilic not to on a money making scheme. Unless you predicted that I'd come to this conclusion...
