I realize this post is a bit older but I thought I would post this reply for future reference.
I do have my own e-zine that I designed myself. You can see it via my profile to establish my somewhat intermediate level of experience. ha-ha
First you need your own domain d/t the potential size the site could grow to. The freebies don't offer much space and even less bandwidth and to have the keywords you choose for your site be at least a part of your doamin name helps a great deal in the search engines. I personally use host pc. (Not an advertisement - I just know that you can get lost in the # of web hosts online and easily cheated as well. Been there, done that.)
Second, you either need to know quite a bit about html and at least a basic knowledge of php as well. *Some good resources are
www.w3schools.com for html and for php specifically just do a search with key words "php help" or "php tutorials" and you will get all kinds of great advice and tutorials.

For someone who does not want to learn all of the coding in detail, they can use something like a portal such as mambo, Xoops, etc. which can be found at installatron.com. I know for myself when I was starting out at host pc, because they offer installatron and in that particular venue installatron installs the script, the database and so forth for the more inexperienced webmaster. My advice in looking for the right web host for you is to consider whether they offer something like installatron or a site builder where you do not have to know coding.
