Publishing Short Stories
I am interested in the process of publishing a collection of short stories and poetry. In my manuscript, do I simply send a sample story and poem or how exactly does that work? I was thinking about PublishAmerica, I just didn't know what exactly to send.

sorry to say, it won't matter what you send to pa or how good or bad it is, 'cause they take anything... i've heard too many horror stories about pods in general and pa in particular to advise any writer to go that route...
if you do anyway, i hope you realize that you'll have to do all the promotion, marketing, distribution yourself... and also the editing of your work, because they print virtually as is, with all typos and goofs intact...

I am aware the pros and cons of going with PA. I was just wondering how to submit to publishers in general when it comes to short stories and poem collections. Any advice there?

for a short story, you send a query letter and the ms to magazines that accept that type of story from new writers... you can find venues that will accept the type of work you have to offer in writers market...
as for short story or poetry collections, very few [if any] traditional publishers will put out collections by unknown writers, because they can't make back their investment... exceptional short stories will have a much better chance than poetry of any quality... and the best places to query are the small independent and specialized presses... or, if you're an alumnus or resident of that state, university presses are often more open to new writers...
for collections, you query with a letter and samples of the work, requesting permission to send the complete ms... again, writers market is the place to find the publishers who'll accept queries from unagented new writers...
