There are a few I love in the Moomins, and obviously a bunch of Loony Tooners . . . but I'll have to go with Maleficent from Disney's Sleeping Beauty. She's still my favourite villain ever (just edging ahead of the Joker); her design, Eleanor Audley's perfect performance and Maleficent's ultimate transmogrification in the brilliant finale makes her character all the more memorable, and her darkness all the more alluring.
Sorry for the long-winded answer. I have a bit of a crush on her.

This article explains very well. If I try to explain it, I'll end up ranting about how much I dislike anime and every modern cartoon except for Avatar and a few shows from the 90s.
