To get published

What's the best way to get published for the very first time? I know magazines like Good Housekeeping have short stories in them but that have no submission guidelines for sending them short stories so it would seem that they only accept stories from published authors. I was just wondering what might be the best place to get my work published for the first time and if I should expect to get paid the first time I'm published or wait until I've been published a few times by non-paying publications.
