If your manuscript is fiction and you are a first-time author, finish it and polish it first. Then go looking for an agent. If it's non-fiction, you might be able to acquire an agent or publisher on sample chapters and a proposal / outline. But first-time writers usually need to finish their work first in both fiction and non-fiction. Once you have a track record proving you can complete a manuscript and deliver it on time per your contract, you might be able to sell the next one on a proposal. Good luck.
