I would suggest picking two, completely random and unrelated things or topics, like Banana Eclipse, and start to slowly mold them into a short story.

How about a diary? Maybe your own, maybe a fictional one slightly based on your own day to day life. It doesn't have to be interesting for anyone else, as the important part is you keep writing a bit every day. Write a letter to someone (real or fake) and tell them what's on your mind. Write a letter to Santa, for that matter. Tell him what you want for Christmas, or write to God and tell him everything that's wrong with the world and how he should improve it. (the "world" world or just your own little world that evolves around you.) It doesn't matter if you believe in God or not, the important part is you keep writing something. Read a fun story lately? Watched a decent movie? Seen a great TV-series? Write a story based on it. It doesn't have to be long, it doesn't have to be interesting and it doesn't have to be read by anyone else. The important part is you keep writing something. The only way to improve your writing is by writing, so for now, write anything. Be active on this forums. That would improve your writing skills, and can even give you new friends. And before you know it, you're a professional writer.

Write about an issue you care about deeply. Something that brings out an immotive reaction. The just keep writing. This is non-fiction writing of course.
If you want to go fictional I like JHB's advice above, two random things and write. You will be surprised how good it may be.
The important thing is to write all the time and keep writing.
1. don't give up, keep writing
2. don't give up, keep writing
3. don't give up, keep writing

Write about something you know, don't imitate other books you like.

Anything you write will improve your writing skills. Before learning the craft of fiction, you need to learn the craft of writing.

As an alternative to writing about something you know, pick something you want to learn about and learn about it then write about it. That helps you learn and write. Of course you could always fabricate something that only you know about and try to make it seem real when written down. That could be something. As another alternative, how about you write about someone who doesn't know anything, or someone who thinks he knows everything. How about this, just write about charactures or people who are extreme examples of different ways of thinking. Then, when you get board of cookie cutter characters, trie combining those old stereotypes or soften their ways to turn them into entirely different characters. When you've done all that you could even go on a writing forum and grossly over reply to a simple question.
