All I can say is I've sent in multiple short stories, and although not everyone has been accepted (far from) many of the editors did actually comment on the last page, or first page of the story. it was brief, something like "not for us" or "have to pass" once even "not this, but try us with other stories"
although i got the occasional typed informal response, the majority did little comments like I said, indicating that they did in fact read the story.

and most magazines dont get thousand and thousand of submissions a month as it was suggested. if you look in their ads they even say how many manuscripts they get per month. the busy ones get around 500 a month from what I can see.

At NFG it was editorial policy to comment on every submission - a mini crit, in effect. This backfired somewhat because people were sending all kinds of junk not in the hope of publication, but to get a crit from an editor. So every single submission was read - sometimes ny more than one editor - and critiqued. Ten thousand submissions in around two years.

When I helped start up GUD magazine we decided that form rejections would be the norm, but it's still not uncommon for editors to add personal comments if they feel there's something to say. And again, every single submission is read.

I've received numerous rejections from numerous mags, varying from form 'not for us' rejections, to a multi-crit rejection with personal comments from four different editors, to a "Hey Mike, I was wondering when you'd get around to submitting to us" (he'd read some of my stuff elsewhere).

In short fiction you can't afford not to read every submission - or at least the first few paragraphs - because any one of them might be a gem waiting to be discovered. A good magazine will be looking to satisfy not only its readers, but the judging panels of Pushcart and similar, which can enhance the reputation of both writer and publication if you pick a winner.
