No, of course not. Neither did Keith Richards, Aldous Huxley, Edgar Allen Poe, Samuel Taylor Coleridge, Allen Ginsberg, Robert Louis Stevenson, Shaun Ryder, all of the Beatles, Bob Dylan... I could go on.
Drugs don't replace talent, but they can aid the expression of it, and some writers choose to take advantage of this (though I don't, any more, on account of the awful shit I have written after smoking dope; though I have written some alright stuff
about smoking dope, so...). There's nothing wrong with using chemicals to help you write, so long as you keep your use of them under control.
