it's next to impossible to sell just lyrics... if you have access to a musician/composer, you can collaborate during or after the writing process, to produce a marketable 'song'... in which case, you'd need to make a demo and shop it around to bmi and/or mca... or to smaller publishers and individual artists you think might like it and want to 'cover' it...
if all you have are the lyrics, you might still be able to interest an artist who writes his/her own music in them... but that's not easy to do, since the biggies are hard to get to and they get so many similar requests, yours will be buried in the piles of piles, unless you have some sort of 'connection' to ease the way...
