Red face Grammar: The police arrest whom they think is the strangler. (or is it who?)

Going mad. I believe it's whom, but it just doesn't sound correct. Can someone help me?

Nevermind. The light came on. Now I know why it didn't sound right. I've changed it to read: The police arrest someone whom they think is the strangler.

'whom' is not considered as formal as it used to be. 'Who' is fine, the syntax is not.
