Well, from a grammatical standpoint, "estimation procedures" is a noun. Actually, it's called a nominal. Two words come together to form one noun that isn't the same without using both words. In other words, using the word "procedures" without using the word "estimation" nearby does not show the same meaning. If I were an intelligent paper-grader, I would allow this.
Another example of this would be "court proceedings." Of the hundreds of different types of proceedings one could potentially write about, I'm talking about the ones that happen in court. I would probably never say "proceedings of the court."
