So you want to know: how the story begins, all about the item, all the things that happen in between, and all the extra characters and how he meets them.
That's gotta be a good 80% (guess) of the story. I'd say you're best figuring it out on your own.

A mirror to richochet back their magic? Been done to the extent that it's bad. Unless, it is not a literal mirror but metaphorical. He gets an item which makes him the mirror like character who the magic is useless on.

The chosen one.. cult of magicians.. magic item... ring boringly cliche to me.

Magical Item?
While being obsessed with writing, I'm pretty much obsessed with anything that can express a storyline. I.E. comics, movies, cartoons, games, plays, etc.
The magical item is usually a great element to the story, but it's usually also too cliche (e with an accent mark, there. Haha) and you don't want it to relate to much to some sort of game.
Make finding the magical item a big focus, but also make it appear in the wrong place, or not where it's supposed to be. If there's a rather large (not huge) journey to find the magic item, and it's taken by /another/ set of villains (maybe another cult of magicians or maybe just regular people, but they want to use it to do /other/ things for their personal benefit) so defeating them is also a big problem.
Sub-plots and more sub-plots keep suspense going. Don't do /too/ many because you don't want the reader yelling "IDIOT" at the book or "JUST GET THE DAMN ITEM AND RUN!"
Haha, just a little tip for you. And don't forget to add more problems on the way back to the cult place or where ever. Snags and such, if you know what I mean.
Reply on my thoughts.

You can make the item anything. 'A book of revelations that further explains the dreams he has so that he can turn his situation around and begin using them against the magicians.'
The quest is obvious and scary all at the same time. 'The old hag across the desert who holds the book of revelations hasn't had a lover in fifty years (the last boy who had true dreams - his bones and petrified corpse still lie over in the corner) and the boy must get the book away from her without performing any malevolent or otherwise nasty little favors. Maybe he can get her drunk or something. Anyway, once he has the book the story isn't over because he can't read!!!
Onto your next character who is a very literate and propper englishman...

Another good method.
This one relies more on your creativity, but I used this method today and it greatly helped me in expanding my story.
I know, it's not an uber genius idea as probably a caveman would think of it, but map your story out using a web/bubble map/whatever you'd like to call it.
Once you create ideas, add to it and keep adding. This can help you create nearly endless amounts of sub plots and other distractions that help add suspense and more adventure to the story.
A good computer program for making webs is: Inspiration
I don't know if it's still around, but it's pretty simple and useful.

I have some riddles but im dumbfounded as to how to include them in the story. i could make it so that theres a village/place where there are 7 gates (or sumfin) and at each gate you must solve a riddle in order to progress to the next gate. but i have a feeling that thats been done before and is a boring idea anyway. any ideas?

everything has been done before.
find a way to make it interesting.
Make it NEW, and yours.
Its like an ice cream parlor that
keeps saling the same ice cream to the
same customers day after day.
They sale it to them because the
costumer wants the same old thing.
Not the most fitting illistration due to the fact that ice cream is a food that, sometimes no matter how good, can kill certain people. Though I guess the point is that good ice cream = good writing.
Goodnight people...
