you shouldn't be providing all that detail, "the first time the character is described"!... it should be spread out in a more interesting way, so it won't be just an 'info dump'...

Ty_lol is an unknown quantity at this point
Think of the process of describing a character to the process you take when dating someone. You don't learn and understand everything about that person on the first date, the first week, heck even the first year. Your list is excellent for showing the reader who that character is, however just let the process of describing a character be similar to getting to know someone, or dating someone new.
Just my 2 cents,
Ty

Me thinks Huxely only used 'the first time the character is described' as an example of when to use the information.

What you are describing Huxely is a character profile. Everything you've listed is probably more than enough. All writers do this diffrently however, some do little to no work on character profiles, some do extensive profiles, of which, little is used. I myself do a lot of roll playing and find I tend to go grazy with the details. A good questions to ask yourself about the characters aren't really the specifics, like some of what you've listed (besides apperance of course), but rather their motivations. What goals do they have, in general and pertaining to the story. What sort or means they would take to an end. How they interact with people. Their personality type (Type A or Type B).
