Depends on audience. If you're writing for children or very young adults, lay off the excessives. This is a question that the individual must answer for him/herself - and the publisher will eventually dictate.

What line?

I say never, but there are different ways of "being controversial". You can write simply from your own opinion, or you can weave in facts. Proving your side on a controversial topic can be fun and rewarding. Just remember, you will receive good and bad feedback.

Sometimes it can be difficult to publish controversial topics, so best wishes to you.
