Listen to your heart and do not add "fluff". If you know you're not going to enjoy writing "fluff" just to fill out your book, how do you think your readers will feel? *nervous twitch*

Have you thought about self-publishing?

But you may not even have to do that. A good publisher should recognize a good story when he sees one, length be damned. Get some publishers to look at your work and listen to their comments. Length may or may not be a problem.
