Question About the "Critiques/Advice" forum

If I have a story posted in the fiction/Short stories section, am I allowed to ask for critique on that story in the "Critique/Advice" section?

So i have another question, kinda sorta but not really related to Ore-sama's question:

Other than a 40 day recycle period on the Writer's Workshop, what's the difference between that and Critique/Advice? It seems kinda redundant to me, but maybe I'm missing something?

It looks to me like Critique/Advise is not password protected? Am I correct in that? If that is the case, I would not want to post my work there since it might cause a publisher to judge it as previously published. It isn't labeled as members-only at any rate. This is a very important consideration.

Well it is a private forum... but shouldn't the WHOLE writingforums.com BE a private forum? Just seems to make more sense to me... then again, it's not my site
