Whenever you post, you can specify in the post if you're looking for quick comments, a lengthy critique, etc. People will do what they want, but you'll be likely to get more of the comments you want.
As for number of comments, the quickest way to get comments is to give comments.
"Quick ideas" would probably be best put in the File 13 forum or simply posted with the title and [story idea] in the title.
Also, I think this needs saying: When you say "quick stories" I take you to mean you'd like to post pieces you've just "whipped up". While that is perfectly fine, when you post a piece anywhere on the forums, the people here expect you to have gone through it a couple times before posting. This shows you have respect for not only the people here but for your own work. No one expects you to be perfect, but when you have a good number of mistakes and ones that most word processors would pick up, it's going to turn people away.
And yes, that's a writing challenge. We have a few of those going, I believe.
