Great thread! But I'm a bit confused now-- Say, for example, I send Poem A to non-paying Ezine, Ezine publishes Poem A. This gives Ezine first rights, correct? So, two months later I want to send Poem A, along with some never been published poems, to a traditional paying book publisher (Publisher X). Does this mean that Publisher X will have first rights to all other poems except Poem A? And will I need to disclose Poem A's status? Thanks.

Yes, provided they publish them.

You should, yes. There's no reason not to, and it could cause serious problems if you don't--the least of which is having Publisher X take a pass on your other writing because of attempted dishonesty.

problem is, few [if any] paying presses will publish books of poems by unknowns...
if you decide to self/vanity publish, you'll still have to cite the previous publisher of that poem, on the copyright/publication info page...

Does that mean that if the new publisher wants to publish Poem A then they would have to get premission from Publisher X because Publisher X has first rights regardless if I say anything or not?

no, they don't have to get permission, if all the original publisher bought was 'first' rights... they just note on the publication info page that the piece was previously published wherever...
'first' means just that... doesn't go beyond that first publication...
if the op bought 'all rights' then yes, they'd have to get permission...
