The only other relationship I can find anywhere in any kind of mythology concerning an evil eye is: the dragon's third eye, it opens up and a laser beem or something shoots out and it can kill you. This is basically a death by unnatural effects, like dying before you are supposed to. The only western thing I can relate the evil eye to is that. Is an evil eye more potent than the dragon's supposed third eye or the evil eye or a strange infection? All sound equally deadly. Even the dragon's real eyes have a deadly and terrifying glare. All I can say to you is that in a lot of fiction the Dragon can possess immense psychic powers; also the dragon is representative of the imagination and therefore directly physically linked (in a metaphoric sense) to the incredible organ called the eye. You can tell so much about someone by just their eye(s). The dragon also posesses freedom, immense strength, and wisdom. A ferocious attacker (when they want to?).
