Not quite - 'income related' rent suggests that it's variable; it's not. And if you don't work, your benefits pay it, not the council directly.
Anyway council flats are a dwindling resouce - far more likely to be housing association, or a get-rich-quick landlord running a string of buy-to-let properties.

I have a massive area of council housing really nearby that I was going to use, seacroft in leeds. It has to be a place where lots of immigrants live so I think council flats are the most appropriate thing.

Down south, a significant proportion of council housing has been sold off, and it's housing associations and private landlords that have taken up the slack. I bow to your greater knowledge of your home turf.
incidentally, if you want to know what low-grade jobs are around, and what they pay, look in your local paper or pay a visit to the job-centre - all the vacancies are computerised with touch-screens, so you can do your research without having to ask questions. I believe the vacancies are also online, so you may not even have to leave the comfort of your own armchair!
