Romania... very, very interesting country to set a story in. I'm afraid I can't help you much, because I've never lived there, but some family friends are from Romania and others I know lived there or visited the country so maybe I can help a little...
There's a huge difference between the city and the country side in Romania. In Romania things are generally slower and less rushed then say in western Europe, in Transylvania they often use horse carts instead of cars in the country, because they are poorer and so everything takes longer to do. After the fall of communism loads of people were left with nothing, as before the state had cared for them (sort of), but suddenly they had nothing and just starved or froze to death in the harsh winter. Now Romania has managed to get poverty under control a bit, people are still poor, but it's nothing like before and people seem to be happy.
Quite a few young people try to leave Romania though because the economy isn't doing too well and move to western Europe to find a job there. Not everyone wants to leave their family though, family ties are very strong in rural areas especically.
