Actually yes. the 5-7-5 rule was originally put into place to teach school children. Haiku in Japanese tradition is supposed to be spoken in one breath, as well it was ruled with Onji not syllables. English syllables are too long and are not the same as onji. So yes, though you can use 5-7-5 if you like, but it will be too long for most publications. Shorter is better.
