    OutsideIn

The siren wails with anger, then fades.
    Outside, someone is in trouble.

A scream slices through the empty night,
    Outside, someone is in distress.

Tires screech down a dark, lonely street,
    Outside, someone is in danger.

    A dog barks, foreboding warning,
    Outside, someone approaches.

    Inside, I am not alone:
    Fear is with me.

Simple and to the point, with the perfect ending.

"The siren wails with anger, then fades.
Outside, someone is in trouble." - Really like the opening line. The second one is abrupt, but effective.

"A scream slices through the empty night," - I would rather read something other than "slices through" and "empty night".

"Tires screech down a dark, lonely street," - Again, can you do better than "dark, lonely street".

"A dog barks, foreboding warning," - Here the words "foreboding" and "warning" clash.

"Outside, someone approaches." - Just for the theme of the piece maybe you can think about changing "approaches" to someone is suspicious or clandestine. Just an idea.

    "Inside, I am not alone:
Fear is with me." - Really liked the ending.

I'm not sure whether the ending came first or last or what have you, but it works. At first I read it as though the reader was very nonchalant about the goings on outside. Then I got to the ending which totally changed my view of it. I stand by the statements I made above but they are not necessary. I think this is good. I read it many times.
