There's load of stuff like this. What I find most amusing is the fact that some people have been trying to push Michael Moore's webpage to higher than George Bush. Ahh, the eternal petty battles of the internet.

It's not a programmer at Google, it's people exploiting the way that Google works. Google ranks pages based on the number of other pages linking to it, so all you have to do is get lots of people to make hyperlinks containing the word "failure" that all point to the George Bush biography.
My favourite one is if you enter "weapons of mass destruction" into Google and click the I'm Feeling Lucky button. Unfortunately it no longer works, but here is the site it used to bring up http://www.coxar.pwp.blueyonder.co.uk/. However, try "french military victories" - that one is still functioning.
