Which story idea should I choose?

Hey, I’ll get to the point. I’ve been working on a fantasy story about a large city-state brought to its knees by a lone assassin (best way to describe him, I guess). I wrote a few chapters about a month ago but scrapped it because I felt that I was introducing too many secondary characters.
So, I came up with two ways to go for my story.


First, I was thinking of following the “assassin”, whose goal is to steal information from the city’s hall of records and find a way to “re-activate” magic (Which has not been working for hundreds of years) and rule all others with a iron fist.
My second idea was to follow the king’s “hunters”, who catch on to the assassin’s plans and try to stop him.


Which idea do you think I should use? I like them both, and I know it wouldn’t work to combine them. Tell me what you think.


edit: I'm trying to shoot for 310 - 400 pages.

I'd much rather read the first idea, personally. Though, I'm not much a fan of fantasy.

I gotta agree...the first idea sounds better. Taking that into consideration, why don't you tell us more about the second idea?
