Who's (who has)?
Not sure if this is the right forum, but I'll post it here. Can you ever use "who's" as who has? As in the sentence "Am I the only one who's not seen the superbowl?" Or is that not correct?

That's is ok to use. It's the context which identifies it as "Who has" as opposed to "Who is", which would read like this:
I'm the one who's (who is) supposed to scream and stomp my feet. I've always been the baby of the family. Mother is the one who's (who has) always been the mature and stable influence.

I think that'd be used more for slang than proper grammar in a story. "She's got it goin' on."

"She's" and "he's" work perfectly well for "she/he is" and "she/he has", so I don't see why saying "who's" for "who has" would be wrong. You can usually tell by the context of the sentence, so it isn't confusing. Of course, sometimes it's a good idea to be clear... like in this sentence: "He's a dog." That would usually mean he is a dog, not he has a dog.
It isn't too common to say "who's" in the example you gave, though: "Am I the only one who's not seen the superbowl?" It sounds a little odd, but I think it's correct.
It's much more common to use "who's" for "who has" when "has" is part of a verb, like "has been" in the example that cyberspecter gave: "Mother is the one who's (who has) always been the mature and stable influence."

My English teacher had a humourous way to explain apostrophe use when omitting letters, as in she's and he's and who's.... She used to tell me to think of the apostrophe as a gravestone for the missing (presumed dead) letter (or letters.) So when she has becomes she's the apostrophe is the tombstone.
Silly I know but it always stuck with me.

It is "correct" grammar. By that, according to the laws of grammar you can do this.

It does sound odd. I think it would be more likely for a person to ask, "Am I the only one who didn't watch the Super Bowl?" But it's fine. I still stand by my previous post.
